La Sorpresa

Have you ever seen a curious domestic cat, silently stalking, say a butterfly.  If you sneak from behind and quickly tap the cat's back, it will get a shock and jump in surprise!  The butterfly would fly away and progress, but the domestic cat will still be confined to the four walls of it's owners house.  You see, the cat never learns its lesson!  It will become curious once again and when there is a sneak attack from behind it will jump in surprise! Yet again!

That is the simple analogy I can come up with for the people who have been appointed to look after our education system; the current ones especially.  Like the cat mentioned above, these people will keep their eyes wide opened and stalk the education systems of other countries which they feel are better than ours; sniffing around, studying and comparing.  

And when they are caught by surprise in thinking that those education systems are better, they immediately jump and try to improve on our own system, which may not necessarily be better than the one we already have.  But after implementing the system based on the countries they have stalked, they go on yet another stalking spree (because, like the cat, these people are always curious) followed by another surprise and another change!

Like the cat, the people whom we have given the mandate, will never learn.  They will never stop stalking and emulating others.  And so, it will not come as a surprise when these people come up with another surprise!  La sorpresa!
